The private developer:


  • Owns, operates, and maintains the solar system.

This structure ensures the public entity avoids upfront costs while benefiting from renewable energy.



  • The public entity commits to purchasing solar-generated electricity at a fixed or escalating rate over the PPA term (15–25 years).
  • The agreed rate is typically lower than the retail electricity rate, resulting in significant cost savings and price stability.



  • Private Developer: Gains from tax credits (e.g., Investment Tax Credit - ITC) and depreciation benefits.

At the end of the PPA term, the public entity can:

  • Purchase the solar system at fair market value.
  • Extend the PPA.
  • Request the removal of the solar equipment.
